[One of the things Natasha always appreciated about being a spy and later a superhero is the ability to travel. She could go anywhere in the world at a moment's notice, just let herself go wherever her mission takes her and see whatever she gets to see. Granted, she didn't get to see much because she's there to stop the end of the world or in the early days of her career, alternatively murder someone.
She's put that murdering part behind her though. Usually.
Still, when Tony gave her a head start on Ross, she knows she can't stay anywhere for too long, but there isn't the rush that comes with being on a mission. She could take her time. Be a tourist, even. And it's doing just that, in a small little tourist trap in Brussels that she first feels the eyes of a tail on her, before she picks up a pair of dramatic sunglasses, and doesn't even glance over her shoulder.]
